    On behalf of our local organising committee, warm welcome to all of you to Hokkaido
    and Hokkaido University.

    Just a few words, before toasting.

    I believe this 1st Hokkaido Dialogue quite relevant:

    1. We have successfully assembled participants from 4 civil societies, China,
    South Korea, Taiwan and Japan, and with each of them deeply rooted and highly salient
    in each society.

    2. We all face a set of increasingly common and synchronic issues /
    problematiques:
    1) Gender, environment, employment
    2) A liberalized, pluralized, and fragmented society
    3) Integral-nationalistic tendencies.

    3. Our governments are heavily constrained by civil societies and these
    internal forces, at time resorting to adventurous and even reckless politics
    externally.

    4. For the sake of securing peace and stability in the region, as well as
    to allow each society to evolve and develop in their own way in a tranquil
    environment, we need to talk to each other, and share and understand each other’s
    sensitivities.

    5. Unfortunately, this attempt, conceived last Spring, has since gained renewed importance and even urgency, with intensified conflicts over territory and history.

    6. Hence this conference.

    Thanks to you actually being here – no easy thing to do, given the heavy time
    constraints on your part, this event has been made possible. With heartfelt thanks,
    I should like to propose a toast to all of you. Cheers.
